2001年本科毕业于外交学院外交学系;2003年获得芝加哥大学Harris School公共政策硕士,2008年获得南加州大学Price School城市规划博士。

Dr. Liu graduated from Foreign Affairs College with a LLM degree in Diplomacy in 2001. She received a Master of Public Policy (MPP) degree from the University of Chicago’s Harris School in 2003 and a Ph.D. of Planning degree from the University of Southern California’s Price School (then School of Policy, Planning and Development). Dr. Liu conducts research and publishes widely on topics related to community and economic development, urban labor market and policy, migration and entrepreneurship, as well as international urban development. Recent projects include welcoming/inclusive cities, creative economy, urban innovation, residential and occupational accessibility and mobility, and (im)migrant entrepreneurship in global cities. Her research has been supported by the U.S. Department of Housing and Urban Development (HUD), the Lincoln Institute of Land Policy, the Haynes Foundation, the Kauffman Foundation, Regional Studies Association, and Upjohn Institute for Employment Research, among others. Dr. Liu currently serves as a Managing Editor for Journal of Urban Affairs (journal of the Urban Affairs Association), an Associate Editor for Regional Studies, Regional Science (journal of the Regional Studies Association), and an Associate Editor for Economic Development Quarterly. During 2018-9 she is the president for China-America Association for Public Affairs (CAAPA). She has been serving as Urban Affairs Association’s Annual Conference Program Committee for 4 consecutive years and is now organizing UAA 2019’s Special Track on Urban Issues in Asia and the Pacific Rim (April 24-27, Los Angeles).

Dr. Liu has actively participated in numerous IACP annual conferences and other IACP-sponsored workshops and activities since 2010.
